I'm thinking about purchasing a Ryzen 5 2600 and wondering if it's suitable for moderate overclocking.

The CPU cooler is a waste of money; the standard model will suffice. Ryzen handles itself well, that's all. The only overclocking needed would be multicore boost, but the stock cooler is quite adequate. If you're considering aftermarket options, choose a quality one.
