Can this board power on the Ram?
Not meeting the board's requirements. That's about the RAM limit. On average, some RAMs perform better than others. My Patriot Intel Extreme Masters 1866MHz works well at 2400, 11-12-36 or 1600, 8-9-8-20, which are actually faster than standard options. The motherboard itself can officially handle up to 3200MHz RAM, but it's worth checking if the RAM remains stable at those higher speeds.

Yes, that board allows memory overclocking. There's no guarantee you'll be able to push the RAM any higher than its rated speed though.
