Hello there, I have a Dell OptiLex 9020 with a 290 watt power supply. I'm curious if it's possible to overclock the GPU. The specifications are: GTX 750 Ti OC edition Inno3D, 2-core i5 4570, and 8 GB of RAM. Outside of that, I mainly use a regular everyday mouse and keyboard, not gaming peripherals.

I wouldn't. You're already beyond the limits of that likely low-quality unit considering the power needs of the 750ti OC and the rest of the system.
If you aim to push the card even further than it was originally designed for, opt for a more reliable, higher-capacity PSU.
