It seems the weak power output from your motherboard was the issue. I experienced similar problems with another low-end board, where my 10100f only reached up to 40W and the output levels became quite high. The main reason was likely the limited power delivery from the card.

Completed a CPU stress test with core clock ranging from 4025 to 4075MHz and power usage between 53 to 58W.

That seems unusual, but it's actually fine. Sorry for inquiring, but have you attempted to install the latest BIOS update from the manufacturer's site?
