I own several heavily modified titles such as Skyrim and Fallout 4, and I want to move them to my new PC. I understand that downloading the game via Steam again will sync your saves from the cloud. For Vortex mods, is there a method to save them without re-downloading everything? Would they keep the existing progress, like DLC types, if I download them once more?

Move your previous data folders assuming they're on the same patch. Reinstall mod managers and recreate loader links if necessary. Transfer your old saves as well. All progress is saved in your files; you should be okay if they load properly. This should work for Skyrim at least.

Do you understand how progress in a mod is affected? For a DLC-style mod such as fusion city rising for fallout 4, does your save file retain that progress while the mod is installed? It should work like this—you wouldn’t need to restart the mod if it’s running alongside your game.

For all the mods I'm familiar with in Skyrim, yes. I haven't tried Fallout 4. A good sign would be checking if anything stays consistent across different saves or if certain items are shared between them. I'm not sure if this is even achievable within the modding system.
