My setup details are as follows:
Motherboard: Gigabyte ga-b75m-d3v
BIOS version: F6
CPU: intel i5-3470
RAM: 8GB
GPU: GeForce msi 720
OS: Windows 10 (64bit)

Regarding your question, can I overclock the CPU or take any other steps to enable full turbo?

A B75 motherboard paired with a non-K CPU means nothing can be done to increase performance.
