I've experienced this problem for some time now. I'm wondering if it might be related to dust or if the PSU needs replacing because of a faulty fan bearing. The PSU seems quite dusty, which could cause loud clicking and engine-like sounds at low speeds, especially when cold.

The 'noise' is likely caused by worn bearing surfaces. Removing dirt might lower the sound level. Unstable airflow over the rough dusty area could also be part of the issue.
