I just assembled my PC using an i5 4690k and thought about adding water cooling and overclocking. I’m planning to use the Corsair h55 and wanted to know the maximum overclock potential. Also, does having a GTX 960 card affect performance? My case is ThermalTake v2 and my motherboard is Z97. Please let me know!

yes you can definitely overclock it to around 4.5ghz. however, i recommend using a corsair h100i gtx cooler for better cooling, which will help you reach a higher overclock. here
