It's clearly plugged in. I have two extension cords coming out of the power cord, and both are connected.

I haven't tried to be very honest, so maybe I'll just stick with 4.6 as long as it makes no big difference.

It probably won't help much at all, maybe just a couple of extra frames per second in a heavy gaming app. Since you already have a strong overclocking setup with great temps and low voltages, why would you risk pushing the limits further?

Before I started overclocking, my CPU was only going up to 4.2 GHz instead of the advertised 4.4 GHz. This makes me wonder if one or both of my two 4-pin CPU power cables aren't getting connected correctly.

Probably not. The 4.4 boost only works on one core, while the 4.2 speed is shared across all four cores. Which one you get depends on what you're doing. For newer games, I'd guess it's better to use the 4.2 setting, but if you just have a single-core task, you might see the 4.4 boost.
