I purchased a Ryzen 1600 and an Asus B350 motherboard, currently using only 2400 Mhz DDR4. Can I overclock it to 3.7 Ghz or above? Or should I consider upgrading to faster RAM later? The board is the Asus Prime B350 Plus and the RAM is G.Skill Flare X 2400 Mhz.

Almost every part allows for overclocking, the Ryzen CPUs aren’t very outdated, and they can handle overclocking too, along with the motherboard. I own the same model as you, just a smaller version, and it works well. I also have 2133mhz DDR4 memory (which is lower than yours) and it functions properly. Just be careful not to overdo it—check stability through some testing. Run benchmarks using tools like 3DMark, Prime95, Msi Kombustor, etc. Begin with modest settings and gradually increase them.
