I'm just starting with PCs and builds, trying to figure out which boards allow overclocking. The 9600k is already running at 4.3hz, but some videos suggest pushing it higher. I'm curious if a ROG STRIX B360-H Gaming board can handle that.

No, you can't. You would require a Z series board.
