Can I get 4.0Ghz on my setup?

I have the intel core i5-6600 and an Asus h110-PLUS. The i5-6600 already reaches 3.9 with turbo boost, but can I upgrade it to a stable 4.0Ghz? Cooling should be fine with my Thermaltake Armor Black case and the Zalman CNPS10X Optima cooler. Also, does higher frequency improve performance in MMO, Guild Wars 2 specifically?

This won't work. OC with h110 mobos isn't feasible. You'll need a z170. A 0.1 GHz increase won't significantly improve performance—perhaps just about half a frame speed.

It's disappointing, but there seems to be no method to affect the turbo boost condition consistently. Achieving a stable 3.9 performance would be ideal.

That's sad. But is there any method to affect the turbo boost state? It would be ideal to have it functioning consistently at 3.9 all the time.
When turbo boost is activated, the CPU remains clocked low. Only when the system reaches full load does the clock speed rise. As the load decreases, the clock speed drops. This inconsistency causes instability.
If someone has already addressed this issue in a thread, please highlight them as the best answer so others with similar problems can find the solution.
