Can a USB hub in the computer case stop the PC from posting?

I've been experiencing a recurring problem recently.
Recently, I swapped the GPU and motherboard, but the issue kept happening.
After replacing the motherboard, the GPU swap didn't fix it, and then I changed the PSU and SSD as well, yet the problem persisted.
My RAM had already passed several tests, and my CPU seems to function normally.
It's unusual for the PC to freeze in the VGA light during post-processing.
At this point, I'm left with only my CPU, RAM, case, USB hub, and peripherals.
I'm unsure what's causing this.
The main question is: could my CPU, RAM, or USB hub be responsible for the PC freezing in the VGA light during post-processing?
My PC is connected to a monitor and TV via DisplayPort and HDMI cable. Everything works perfectly when the system boots, most of the time.
I use a quality line filter for power supply.
My peripherals include a Logitech G305, HS65 Corsair surround, Redragon Dragonborn keyboard, and an Orico Bluetooth dongle (I suspect this one too).
It doesn't make sense unless my CPU is damaged or my RAM isn't working properly, but both have been tested thoroughly and no crashes occur when the PC is running.

I need to attempt many times, but it seldom stops at the VGA indicator. Is the USB hub regarded as a component for the MOTO boot light?
