The 4GB RAM is the biggest issue when using Photoshop. The CPU isn't assisting either. There are numerous other image editing programs that function well. Many of these options are free.

You should likely be able to use Gimp, though memory might be a constraint for large files, particularly when working with many layers. Even more efficient results can be achieved by using Linux on that system since it reduces the operating system's overhead.

no, not just any option, to be honest even trying Photoshop CS5 (the version that was released 11 years ago) would have been a poor experience.
not everything is gone, there are alternative choices available that fit your hardware and are reasonably affordable.
