Today my new CPU came in and it's functioning well
It runs smoothly at 4.6 GHZ across all cores
Can I still use it with higher clock speeds?
I have an MSI MAG B460M MORTAR motherboard
A Noctua NH-D14 cooler

B series board with a locked processor. It's not exactly ideal. You could possibly increase it by around 100Mhz by adjusting the BCLK in the BIOS, but it's not recommended.

I looked through the bios carefully but didn't find instructions on changing base frequency.

Intel has gradually reduced the excitement around their products. Z and K or X models offer plug-and-play parts, while the locked processors provide a more robust setup. On the positive side, the 4.6Ghz all-core configuration works well with a suitable cooler, making it a strong choice for gaming overall—outperforming most i5 builds and especially impressive when overclocked.

It's really a very powerful CPU at the lowest price (369$ for the CPU and 126$ for the motherboard, considering the economy here). A little extra 100 MHz would be great. I'm curious about why I can't find the base clock in the BIOS. Also, I used this cooler with my Core i7 2600K and it worked perfectly without needing any additional parts.

Recent B class boards lack that capability and don't support memory speeds beyond what the CPU's stock settings provide. Although AMD permits overclocking on most boards except the cheapest ones, it doesn't seem logical to me. The LGA1156, LGA1155, LGA1150, LGA1151, and LGA1200 models all share the same dimensions and mounting style. Adjusting the BCLK brings its own difficulties, often causing stability problems. As I mentioned earlier, a 100Mhz frequency won't have a significant impact.
