You're using headphones with Siberia V2. I checked the Skype and Windows settings but couldn't find the issue. The mic boost didn't help, and the speakers are off—only audio comes through in the headset. Volume doesn't seem to make a difference; he can hear it at any level.

Open your Recording Devices (click the volume button in the task bar), then right-click and turn off stereo mix.

It might cause interference if two audio inputs are placed close together on a cheaper case, motherboard, sound card, or headset. I faced the same issue and resolved it by connecting it elsewhere on my system.
