It might be stuttering in pre-rendered cutscenes due to a mismatch between your monitor's refresh rate and the cutscene's. They likely can't be decoded by the GPU.

It makes some sense to a point... my performance is only improving from what I've discovered since my CPU is being overloaded unnecessarily. It only happens when I play that game, not when other games are running. For it to work smoothly, it should be around 45% CPU and 60% GPU, but I'm seeing 80% CPU and just 8% GPU usage, which means the GPU isn't being used at all.

Does the GPU remain inactive during real gameplay or only in cutscenes? It's normal for a GPU to appear idle while rendering pre-recorded videos; many PC games skip using GPU decoding for video since it usually doesn't add much benefit.

The game isn't starting properly and keeps crashing due to a Direct X issue. It's very unstable right now, but developers are expected to resolve the problem soon.

When you first launch it, shaders load simultaneously which puts a heavy strain on your CPU. Performance improves over time, but there’s noticeable tearing or stuttering during cutscenes, more than just a simple frame rate issue. I also experienced lower-than-expected performance; I had to reduce the render resolution on my 1070. In 4K it only reaches 30-50fps. At 9900K at 5GHz all cores are active at 40-50%, making it quite CPU-intensive. The VRAM display in the settings is misleading—it claims less than 4GB usage, but it actually fills up all 8GB. Additionally, the task manager shows 0% GPU utilization even though it’s clearly working hard, which is frustrating to troubleshoot. It seems there’s still significant work left in optimization and bug fixes, as I’ve observed several issues.

I began using the PC today and noticed it isn't utilizing the GPU at all. My system includes an i5 6600K processor with 4,6 GHz clocks, a 16 GB RAM module, an EVGA GTX 1070 8 GB M.2 SSD, and a 512 GB Samsung SSD. During intense gameplay with maximum settings—such as ray tracing and high effects—the CPU stays at full capacity while the GPU remains idle. At normal settings, when all options are enabled, the GPU activates but performance drops to just 8 FPS. Turning off ray tracing restores GPU activity and lets the CPU handle the workload. This behavior suggests something might be amiss with the game's optimization or settings, possibly indicating it's primarily designed for CPU usage rather than GPU efficiency.

I'm facing the same problem with my Ryzen 3700X 2070 setup.

It definitely relies on the GPU, possibly due to a glitch or its internal behavior not displaying properly in Windows Task Manager. You can check GPU utilization with MSI Afterburner or an AMD alternative.

I’m having trouble getting the game launcher onto my desktop, which makes it hard to download and play the game. If I’d paid for Modern Warfare instead of using a code for the RTX card, I’d be really upset.
