I have an ASUS B450-F equipped with a Ryzen 7 2700X and 16 GB RAM. I adjusted the RAM speeds in Ryzen Master, restarted the system, and now everything powers on with fans spinning, lights flashing, but the DRAM indicator stays lit for the duration of operation.

Consider resetting the CMOS. Check your motherboard for a CMOS reset button and press it, or disconnect the power source and let the coin cell battery sit for a while before reattaching it.
