Turn off networking and attempt again. Windows typically needs about two minutes to download, install, and initialize drivers, and sometimes Nvidia drivers fail to start properly.

I removed the Wi-Fi antenna from the router and it didn't improve the signal.

It might be due to a faulty video driver. Consider booting in safe mode, then using ddu and nvcleanstall to install your GPU driver. You can also try GeForce Experience or download the driver directly from NVIDIA’s site for better control. Regarding downgrading the PSU, switching from 850W to 550W would likely worsen performance since a 550W unit isn’t sufficient for a 3080 graphics card.

I'm still having trouble getting anything onto the PC. It seems to stall at the Windows installation screen. Are you suggesting connecting it via USB or adjusting the BIOS settings? I've connected both power supplies, but the case only fits an SFX PSU and there isn't a larger one available in the SFX line.
