My old Aorus Elite Ax Z690 DDR4 1700 socket failed.
I have the following components:
1 stick of DDR4 Corsair 3000
RXT 2080 Ti
12700k RAM
RAM 850x Gold
I ordered from Amazon, and the same CPU is available at a lower price. The new Aorus Z790 Elite Ax is DDR5.
I’m considering the RXT 3060 versus the RXT 4060. Which would be better?
I’m playing on a large ultra-wide 29-inch monitor and a second 1080p AOC.

Power issues are common in my area, thank you PSU. My CPU is an i7 12700k and purchasing the same model is affordable.
You might also think about getting an ups. On the GPU side, you could check out the RX 6600 and RX 7600 from AMD. The 6600 is a good entry-level 1080p card with performance comparable to the 3060, and it’s usually available for under $200 in the US. Are you certain all other components are functioning properly, not just the board? A CPU failure is quite uncommon.
I see the 7600 isn't an AMD model, nor a Nvidia fan.

Regarding RAM and the new motherboard—was my intention to upgrade from DDR4 to DDR5?
It's unusual not to encounter any issues with it.
The power supply unit I don't know if it's still functional; I don't have the parts to stress test it.
DdR5 costs a bit more. It might decrease slightly, but it's not clear if the difference will be significant. I don't know much about the gigabyte aorus board, but I'm satisfied with my msi z690 pro WiFi ddr4 board.
Between the 4060 and 3060, the top GPU choice for 2k gaming, especially for titles like SF6 and Mw3, would be the best option.

The amd rx 6600 is quite similar to the rtx 3060 yet slightly behind. Still, you can find options under $200. I think the rx 6600 is a good choice. The next upgrade would be the 6650xt, which seems to begin around 230, compared to the 3060’s starting point of about 280 for the 12gb version. Avoid the 3060 8gb model since it runs slower than the 12gb. The rx 7600 is expected to match the 4060, but on Newegg prices start at 259, whereas the 4060 starts around 289. This could be beneficial later. Remember, newer Nvidia GPUs handle ray tracing better and upscale images more effectively with DLSS. However, older cards like the 3060 may be limited by newer DLSS versions. The 4060 might still face software updates that the 4000 series doesn’t have access to, especially when newer models like the 5000 series are released. AMD’s FSR isn’t as advanced as DLSS, but it’s improving and is compatible with the latest GPUs and even older models. This should give you several viable choices.
