I constructed a PC three weeks ago that operated smoothly until it entered a repair cycle repeatedly. It transitions from an automatic repair mode, shuts down and restarts, and occasionally displays a blue screen for a few seconds with the 'PHASE1_INITIALIZATION-FAILED' error before restarting again.
I’m unsure whether the problem stems from compatibility or hardware faults. I tried booting from a USB with Windows installed to perform a clean install, but the USB fails to power on even when using F11 during startup.
I’m also contemplating wiping the SSD since the system is new and I don’t want to risk data loss, though I doubt this will resolve the issue.

Welcome to the forums, newcomer!
Have you managed to enter Safe Mode? Try this guide;

I tried to boot a USB with Windows on it for a clean reinstall, but the USB won’t start, even when I press F11 during startup to switch to the USB. It doesn’t work.
You may want to enter BIOS and manually configure the primary boot device as your bootable USB installer to see if that resolves the issue.

Thank you for your response. I continued following the instructions from the video, but the screen still doesn't appear. It only restarts in the same way. I also checked the BIOS and adjusted the USB settings manually, yet the start sequence remains unchanged. I created a Rufus USB file in addition to the Windows installer, and when I use F11 boot, it's the only method that altered the sequence. The change involved a brief [INFO] display followed by a [WARN] message about the 'AMI NTFS Driver v0x10000'.

You could check the reported bugs for the bios firmware of the ami ntfs driver v 0x10000 or see if a bios update is available for your system.
