This message indicates you're unable to start in Safe Mode, possibly referring to a QR code.

The error message says "BAD_SYSTEM_CONFIG INFO". I'll attempt to change the RAM.
Do you have a mechanical HDD or an SSD? Locate your Windows 7, 8, or 10 installation disc and boot from it (enter BIOS and adjust the boot order to your media).
After booting, go to repair mode and choose CMD. Enter the following commands:
sfc /scannow
wait for it, then run:
chkdsk C: /r
You can also initiate startup repair directly from the disc if needed.
The issue with the CD remains unresolved. Changing the RAM slots did not help either. Would you consider reinstalling Windows?
Did you execute those commands using install disc? Restart Windows if you don’t have any crucial files saved there.
