It doesn't occur consistently. For instance, on Facebook, some posts look good for videos while others begin with just a second and then become all horizontal lines. I searched online and found suggestions about bad video drivers. I removed them and reinstalled, but the problem remains. Then I looked into HEVC codecs for browsers. I mostly use Chrome, which isn't available in the Chrome Store. If HEVC codecs exist in the Windows Store, do they cost money? If so, aren't there free options available? This issue appears on both my desktop and laptop. All drivers are current on both systems. My desktop has a Strix X370 motherboard, a Ryzen 7 2700X CPU, and a Geforce 1070 Ti GPU. I have hardware acceleration turned on, but it doesn't resolve the problem.

This might be the cause of your issue.
Check if hardware acceleration is turned off.
