One of the fins on the PSU is damaged, leading to an irritating and loud vibration. This issue has persisted for months without other problems. I've been considering cutting the opposite fin to help stabilize the fan. It's a basic, inexpensive PSU that runs a weak computer with a 7th generation CPU and no GPU. I'm sure the change in airflow won't pose a fire risk...?

Usually, PC fans use an odd number of blades.
Therefore, there isn't a straightforward opposite blade.

In the video, at the specified moment, he cuts sections of two blades to adjust the fan's balance. It doesn't have to be perfectly balanced, only enough to reduce the noise significantly. My main concern is the temperature.

Just because it was done with that specific fan in that specific system doesn't guarantee success for you. It's likely to remain off-balance unless the fan features excellent bearings, which could help offset some issues.
