You'll need a compatible adapter or dongle that supports file transfer between Windows 10 and Android. Having both devices on the same router doesn't automatically enable streaming—you'll likely require a USB-to-serial adapter or a network-based solution like Wi-Fi Direct or a cloud service.
You might also consider using Bluetooth, though the connection speeds are quite limited based on the data being transferred and the distance between devices. Both devices need to be visible in front of each other. Windows 10 1803 introduced a new button in the notification area for transferring files via Bluetooth, but it seems to be restricted to Windows 10 systems—similar to a restricted AirDrop feature. In theory, you could see your drives on the network if your PC is set to appear connected. I haven’t personally tested this yet.
I resolved the issue by connecting a USB drive to the router. You can upload files from your PC and play them via Wi-Fi at full speed.
