I can't test it with my 13th gen CPU until I travel to Canada. My main concerns are whether microcenter updates their open box motherboards and if the bestbuys return policy is flexible enough to allow me to buy a 12th gen CPU and return it for free later. I've checked their website, but the information seems inconsistent, which is really confusing.

Yes, the box indicates it is ready for the 13th generation.

the motherboard claims to have been made in 2022/03, yet it's definitely not. it arrived at microcenter in June of this year.

That's a question for Micro Center...most likely they're willing to do an update if you ask a sales associate.

They seem quite surprised that they wouldn’t install a BIOS update. The best option is to get a compatible Pentium or Celeron processor before the motherboard’s production date, then flash the new BIOS and exchange the old one.

They’re sure a service desk could handle it for a charge, or most repair shops can too. If not, the most affordable choice would be the Celeron G6900 for $65.

A better way to proceed would be to utilize the identification sticker. This is typical on most motherboard AIBs, though Asus provided a clear reference there. https://www.asus.com/support/FAQ/1044755/

it was released before the 13th generation launch, so it wasn't part of that update. what I can do is trust there was a fix somewhere, otherwise I'll have to purchase a 12600 and send it back after the BIOS update.
