It shouldn't be this slow. A 2700x performance level allows smooth gaming on a RTX 2080Ti or even the 5700XT.

7 Fps lost? I don't think you'd notice that. There's also a difference between a bottleneck and performance scaling. You might get worse performance with a worse CPU, but the term "bottleneck" may not apply.
