I’m running into a bottleneck, and I'm hoping you can offer some advice. My system has a GTX 750 Ti graphics card and an Intel Core i5-4570 processor. Despite this setup, the internet seems to indicate it should run perfectly, especially with a 120Hz monitor. When I play Fortnite, my CPU usage consistently hits 100%, while my GPU is only running at 30 or 36%. Could the monitor be contributing to this issue?

It’s important to distinguish between a performance bottleneck—where one part of the system is limiting another—and simply not getting the results you want. As we discussed, your Intel i5 and NVIDIA GTX 750Ti are quite well-balanced for each other, so they aren't causing any significant bottlenecks. Honestly, I think you might be setting unrealistic expectations for them.
It doesn’t have to be true that your graphics card needs to operate at its maximum capacity all the time.
