I'm experiencing stuttering in games on my i5 11400f and 3060ti. Do I have a performance issue? I'm playing on a 1080p monitor at 75Hz.

It's possible the CPU isn't the main issue, but it shouldn't lead to any stuttering. The monitor seems to be the bottleneck, only reaching 75Hz with this setup feels okay.

The CPU struggles with the GPU but only slightly, around 10%. Consider upgrading to a better CPU like an i7 11700K or even an i9 11900K. Determine which game causes the stuttering—maybe just one game or several.

Are you required to refresh the cooler, or should I simply remove the color drop and install the new CPU before securing it tighter?

It works for cod bf 2042 and Diablo Immortal, though it still lags significantly even with a solid frame rate.

My average FPS across games is around 60, with the lowest performance dropping to about 55% in certain titles.
