Today I created two identical setups, and out of the three case fan headers, two stayed at full capacity. I updated the BIOS on the Asrock motherboard. The configurations: ASROCK B650M PG AMD Ryzen 5 9600X 16GB Crucial Pro Overclocking Lexar NM710 1TB MSI MAG A750GL PCIe5 3* Noctua NF-A12x25 PWM Windows 11 Pro Header 1 and 2 were consistently at 100%, while the third seemed okay. Both systems had the same problem.

No, the fans are not set to max in the BIOS.

It seems the fancurves weren't configured, so you might need to change the operating mode between DC and PWM (or "smart").

In the lab they run quietly, changing power settings from Automatic to PWM didn't help. Updated BIOS is fixed (version 3.16), but fans 1 and 2 still behave oddly—spinning after header 3 and CPU, which isn't a big problem.
