You're using an Intel HD 4600 and it's performing well at 30-50 FPS, especially after a fresh start. Most games are running smoothly except for a few that seem problematic. Reloading the game multiple times helped improve stability.

This situation occurred with my 8500gt. Unfortunately, the graphics card experienced problems and required replacement. I’m hoping it’s not a problem with your setup.

I resolved the issue—it seems the Intel HD graphics panel was applying anisotropic filtering. I can play games normally by setting the option to any value, but if the control panel is involved, that’s what causes the problem. Thankfully it wasn’t the IGPU. Appreciate all the help and feedback!
