My GPU and CPU are running at 30%, the game maintains a consistent 60 FPS, but every ten seconds the screen briefly freezes for roughly a second.

Could you verify your drivers? Adjusting or modifying settings could also be the cause.

I understand your 2060's drivers are brand new, and after installing the chipset drivers this weekend, are there any additional drivers you might need?
