if i have borderlands 2 on my account already, THEN go and buy game of the year edition and put it in my inventory. Can i use it just for the expansion packs, then i send the game to a friend but keep the expansions for myself? steam hasn't been very helpful, they have no phone number to call, they usually take too long to answer a ticket (did submit one) and i cant post on thier forums because i am in a queue for a mod to add me to the forum even though my account is technically activated....
I’d give your old borderlands license to your partner and then your new top prize to yourself—either way it should work fine.

The Game of the Year Edition stands alone as a distinct title. 2K has mentioned this before. If you own the base version of BL2 but purchase the Game of the Year edition, none of their content or save files merge together. You can't simply retain the "DLC" included in the GotY version and distribute the original game, since those aren't separate in that edition. If you own the original BL2 game, opt for the DLC/Season Pass instead, as the GotY version no longer adds value.
