Try to turn off the fast boot feature from BIOS settings. In Windows, I’m not sure where it is exactly.

The quickest launch time is around five seconds. This happens when you press the power button to the desktop (assuming auto-login). The issue arises if you use a dedicated GPU; the five-second start can stall because Nvidia and AMD GPUs often need time to initialize, leaving your screen off for a brief moment. Intel integrated graphics are required for a true five-second boot. For AMD APUs, it's uncertain. During boot, any antivirus or security software may load and run a quick scan, adding a few seconds. Ensure your system settings are correct: UEFI enabled, CSM disabled, XMP set to Profile 1, Legacy Boot off, Fast Boot on, POST delay at zero, HDD disabled, unused hardware turned off, M.2 NVMe SSD used, and Windows Fast Startup active. The demo shows a 7-8 second boot on an older laptop with a SATA SSD. ASRock also demonstrated this in 2012.
