Issue description: After reinstalling the RTX 4070 Ti, my PC became stuck in a boot loop. Initially stable, it started looping between the MSI logo and spinning loading circle, then entered “Preparing Automatic Repair.” Removing the GPU helped, but I had to reset everything from scratch. After wiping all drives and reinstalling Windows, I could boot normally, install updates, and play a short Valorant session (~30 FPS). No drivers were installed before the GPU reinstall. Once the system restarted, the loop resumed immediately. Occasionally, it would freeze on a black screen with an hourglass cursor, then return to normal but never launched Windows.

Update: Looping into the black screen takes 5-10 minutes before restarting the boot process.

Did you attempt to start in safe mode? You can initiate this by forcing a shutdown while Windows loads, then enter the recovery setup and navigate through the menus until you locate safe mode. If it boots there, download and install DDU to remove all drivers and manually install older versions of your GPU drivers—avoid the newest ones as they may cause issues. Restart and see if it functions; if not, wait a month or two before checking again for updates without applying them.
