Boot issue resolved after clearing CMOS. Device is now running.
I haven’t refreshed my bios and drivers in years, so I tried updating today but couldn’t access the BIOS. Clearing the CMOS seemed promising afterward. My motherboard’s CLED lights stayed on during boot, and the VGA port was stuck. I removed the CMOS battery for 15 minutes, reconnected everything from the PSU to the board and GPU, put the GPU in another PCIe slot, took out the GPU, and used integrated graphics. All attempts led to the same issue—a black screen or stuck VGA/BOOT. I found a mention that the monitor must be powered on during boot, but I don’t have a second screen to test. I’ll try using a DP instead of HDMI tomorrow and need advice on troubleshooting.

I've noticed computers suddenly freezing or shutting down completely by deleting all but one RAM stick (leaving just one in A2). Could be worth trying?
