The i5 automatically enhances its performance. Also, the boost frequency applies to one core only; overall multi-core boost remains reduced.

I thought increasing or speeding up the F-series wasn't possible. I own the same processor, so I looked into it. Did I misinterpret the question?

Checked the details—it runs at 4.0 GHz. Boost clocks are expressed as maximums and depend on conditions. Usually, thermal and power capacity must support this. The 65W TDP might be a constraint based on the motherboard. If it strictly limits power usage, you might notice only brief performance drops. Better results could come from a higher default power setting in the motherboard or manual adjustments. This isn't treated as overclocking by Intel.

you mentioned having 4000mhz clocks on all cores, but it seems the system limits you to around 4.3ghz per core. The higher frequencies are capped, so only a few cores hit 4.3 while others reach 4ghz.
