I strongly suggest you avoid investing in your outdated system. A fresh motherboard won't significantly improve performance; your existing board supports 3200mhz but won't utilize it at that level. Regardless, your CPU won't gain much from faster RAM either. AMD is now offering better value compared to Intel in many areas. My recommendation is to keep your current setup and upgrade later—an i5 quad-core board will be more than sufficient for gaming. A Ryzen 3600 + B450 board fits your budget and can easily run a 7400. Intel has also been known for higher CPU temperatures over the years.
Intel faster RAM has minimal impact on CPU performance. A 3200 MHz speed is affordable, but I wouldn’t upgrade the motherboard just for it. Right now, you can easily get a fresh motherboard and CPU combo.
