Launch run Type secpol.msc and press Enter to choose Application Control Policies from the left panel, then click Applocker. Click Packaged app Rules, right-click the right pane and select Create new rule. The wizard will appear. Choose Next to proceed to the next screen. On the Permissions page, set Action to Deny, Group as Everyone, then click Next. Select Use an installed packaged app as a reference, then choose Windows Spotlight (Microsoft.Windows.ContentDeliveryManager) from the app list and click OK. Adjust the slider for Package Name, then click Create.
Usually you delete the app while it’s updating, but it reappears. There was a glitch in Windows where certain apps kept coming back even after uninstalling them, especially during updates. Once you reach the Creators Update just released two days ago, it should stop this behavior.
