Is it typical for the BCLK to fluctuate on the B550? You've experienced this across multiple boards—X370, two B550 models—and they all exhibit similar behavior. The frequency usually ranges from 95MHz to around 99.8MHz and doesn’t remain steady at 100. Even when you manually set it to 100 in BIOS, the BCLK still moves. This is common with these boards.

Some movement is normal, but the clock setting isn’t ideal and spread spectrum is present. Reducing it to 95 falls beyond acceptable limits; it should oscillate between 99.6 and 99.9.

Are you employing virtualisation? Yes, Windows Sandbox suffices for activation (it doesn't need to be active).
