I'm dealing with a CPU covered in black goo, this time it seems to be a fresh unit (though labeled "Tray" instead of a box) and there are white pins at the solder points rather than golden ones. That’s fine with me.

It looks like adhesive from the IHS layer, positioned beneath the rim during a P4 removal about four years ago. Small pins and some solder mask remain intact.

Black adhesive is a type of epoxy or glue used to secure the heatsink (the metal base) to the surface... the material near the pin is standard, just as Mel0nMan mentioned.
