my coworker ran the setup smoothly on a 560 with default options—he rarely changes graphics settings. he also tested it on an AMD 5770 with a 4770k at normal speeds while I waited for my 780 to be refurbished in low settings. from that, it seems the CPU could be limiting performance. try using MSI Afterburner (or another tool that displays GPU usage) and run it briefly; if the GPU load stays around 98-99%, then the issue is likely the processor.
