The picture clearly conveys the message. All four dimensions are occupied, suggesting a 16GB capacity, but the BIOS reports only 8 GB. Any assistance would be greatly appreciated.

It examines just two sticks placed in slots A2 and B2, or the 2nd and 4th slots.
