It's a Z390 Ace board running an i7-9700K with an RTX 2080 Ti. In your BIOS it says hyper threading is disabled, and you can't locate the hyper threading setting anywhere in your BIOS.

The i7 9700k lacks hyper threading from the start. Compare it with the i7 8700k and 9900k, which also have non-OC versions.
