I increased my XFX R7950's overclock settings and the temperatures became too high, so I reset it to defaults. However, after doing that, I still see a blue screen after about 30 seconds. I need better guidance since the GPU seems to be missing.

I would ensure the clocks are synchronized using a tool such as GPUz.
I experienced a comparable problem with my R9 Fury where the clocks didn't reset and it would crash.
Consider booting in safe mode and removing the drivers via Display Driver Uninstaller.

If that doesn’t work, try flipping the BIOS switch on your card while the PC is powered off, then attempt a reboot.

I experienced a comparable problem with my R9 Fury where the clocks didn't reset and it would crash.
Consider booting in safe mode and removing the drivers via Display Driver Uninstaller.

Open AMD's overclocking tool in Radeon Settings and verify that all configurations are accurate.
