Yeah, I would say so. There is going to be a new community map but that's about it for new content, they're just optimising the netcode, it's better than CS:GO's at this point but only on the CTE not the actual release game, however you can play CTE and the community map right now and still play the DLC maps.

Sure thing. Playing BF4 is mainly about using DLC, which most servers demand. On non-premium or DLC-free platforms, you still get faster access to the queue. It also gives you extra perks that come with a premium subscription.
