It's reaching more than 60 frames per second. Back then, running Battlefield 4 on a Phenom X6 with an R9 280 card kept consistently above 60 FPS at 1080p resolution.

So what's happening here? The performance isn't great, and it's not hitting the desired frame rate. This seems to be shifting the focus toward AMD versus Intel. I'm giving up.

I don't understand what you're trying to say. Likely you were achieving high frame rates with a 280x resolution because of the hardware limitations. With a 6300 chip, adding more memory helps, but a 770 would require a better CPU due to the lack of that support.
