RAM or Upload or CPU? I tested BF3 on my build. It's quite close to his setup, but with a stronger CPU, DDR3 RAM (just 4GB), a similar GPU, and better internet speed (40-4). Probably the best option since I haven't used teleporting in MP before.

Check the visual graphs in the game to identify any issues. Poor connection or a weak router could cause losses, while a choke indicates your PC isn’t handling the network load well—upgrading might be necessary.
