I still don’t have a clear response. Are all DLCs available now? You might just have to wait longer without the pass, or do you require the pass to access some of the new maps that are launching? I’m unfamiliar with the Battleground series and will only consider it if it’s on sale.
It's essentially similar to a season pass for other titles. However, in BF4 it also provided priority access to full servers, meaning you'd be ahead of non-premium players. You also received the DLCs a few days sooner.
Premium unlocks all the additional content. In Battlefield 4 you received it a bit sooner than those without premium, as the DLC was scheduled for release around December 1st, while premium players got it earlier. Until the game concluded, there was no free content available. It wasn't until about two years later that the first free DLC map became accessible to everyone.
With premium you receive every DLC at no cost and a few days prior to when others can purchase it.
