He wasn't consistently hitting 60-70 during top speed, it wasn't until he went down to medium that his FPS improved.

I've noticed various YouTube clips for GTX 960 BF1, all showing similar frame rates around 40-50 FPS. I believe these numbers represent the maximum performance the card could achieve.

Check if the driver version supports 60 fps on ultra for the GTX 960. You might want to ask the user about the specific driver they're using.
